Acting Secretary of Defense Christopher Miller is confusing and contradictory guidelines which were interpreted differently by everyone who read them. General Michael Flynn and Army Secretary Ryan McCarthy raised false concerns about optics. All designed to delay deployment and give the mob more time.
As to who was or who was not on any particular call, how would a person in his second day on the job know? I doubt he could recognize all of them by sight much less by voice.
The DC National Guard is the only National Guard controlled by the President. But that control was delegated to the Secretary of Defense. But, how difficult would it be to let the Secretary of Defense know what the President wants. Especially when that Secretary is an incompetent toady selected for just that purpose.
