I have no idea why anyone thinks the horseplayers should be responsible for the retirement of racehorses. That is for the owners, trainers, breeders, jockeys, consignors, auction companies, and all the others who make their livings off the horses. This isn't something racing should ask the customers to support other than any voluntary contributions they'd like to offer.
