In New Hampshire the Lottery commission is the governing authority, I do not know about cost of the licence but the protocol is tough, so tough Twin Spires bagged out. I do not think the cost of the licence was at issue, but sports betting must be included because the protocol is more important to the state. In state you can use TVG and or The Brook and a few others, provisions for sports betting must be there or no licence.
