Last I checked the House, Senate, and WH has been Republican the past two years...
Secondly, this has absolutely nothing to do with Congress. I can list stuff Departments and Administration did on their own.

How much more did you want, as you had a lowering of the MI rate by 50 bps in 2015? Besides, Obama raised the rate how many times between 2010 an 2014?.....
The taxpayer can't always foot the bill, combined with the poaching from other government agencies, mainly Fannie Mae or Freddie Mac, when it came to new buyers.

The pool was and still is overfunded.

Julián Castro appointed by President Obama, was the HUD secretary until January 20th 2017. Ben Carson became HUD boss on March 2nd 2017. The
decision to raise rates was most likely made by Castro or one of Castro's subordinates shortly after Castro resigned.
