From what I read, this is spot on.
This guy may be looking to let several cats from the proverbial bags

RR was not banned but self excluded after getting so much harassment from the liberals for following Q. They do have some good stuff, but the wheels in Washington move slow and there are too many bad people protecting other bad people.

Didn't RR say something to Pace that was very rude and over the top, including four letter words?
I may be wrong, but that's my recollection of his departure.
Lemon Drop went off the deep end too...too bad. He was great when he posted his handicapping analysis, but like many others on here, his politics got the best of him and he took a simple misspelling/typo & went berserk

To my recollection, RR and Hcap got into a sort of heated social fisticuff. RR punched back hard with some unsavory words; hence, the ban. Why it would be permanent right off the bat, I don't know. Hcap has a way about him that could set someone with even a moderate boiling point off.
Whatever...you'll have to read deep into the comments to the article to understand why an 'apology' to RR came to mind...had nothing to do with why he was banned from here.

You're not wrong. He did not leave of his own volition.

Sorta death by cop, I suspect he did not leave but had a user name and password setup prior to stepping into the line of fire.

Any indictments yet?
