Handicapping Math: Cents/Dollar

In his book, “The Power of Early Speed,” Steve Klein developed a formula for calculating track bias. One step in his formula reads:
"Ignore any race won by a horse which went to post at odds of 60 cents on the dollar, or less."
What odds are displayed on the tote for a horse with odds of 60 cents on the dollar?

And please don't tell Sister Mary from my grade school that I asked.
