I am confident the president is fully aware that spying on the opposition, by illegal means, is illegal and the cover-up is worse.

So who is the President spying on?

If you are talking about enemy lists, maybe Obama should have learned the lesson of Watergate and not spied on everyone.

BTW targeting people who commit crimes does not qualify as an enemy list.
